Microsoft 365 E5 lists at USD 57 per user per month, versus USD 36 for E3 (Microsoft 365 Enterprise plans comparison). For a 300-user tenant that is a USD 75,600 annual delta. The default reseller pitch — "put everyone on E5 for security and compliance" — is rarely the right answer in 2026. Microsoft now sells almost every E5-only feature as a standalone add-on, which means the honest question is: which specific users need which specific E5 capabilities?

What E3 does not include that E5 does, at 2026 US list (all per user per month, from Microsoft Defender pricing, Entra pricing, and Purview pricing):

What changed in 2026: the Copilot budget collision

Microsoft 365 Copilot lists at USD 30 per user per month (Microsoft 365 Copilot pricing). Stack it on E5 and you are paying USD 87 per user per month, or USD 313,200 a year for 300 seats. Most IT budgets cannot absorb that. The money for Copilot usually has to come from somewhere, and an oversized E5 footprint is the most common place to find it. If you have under 300 users, compare against Business Premium too: it bundles Intune, Entra ID P1, and Defender for Business at USD 22.

The 4 personas we license against

Full E5 + M365 Copilot. These are the users where Insider Risk Management, Communication Compliance, Records Management, and DSPM for AI carry real audit and legal value. E5 wins on total cost because you'd add most of the E5 stack anyway.

Persona B — Knowledge workers / high-touch users (25–40%)

E3 + Defender for Endpoint P2 + Entra ID P2 + selective M365 Copilot. Real endpoint EDR and Identity Protection at USD ~14.20 on top of E3 = USD 50.20. Under E5 by USD 6.80. Skip Purview E5 unless the role touches regulated data.

Persona C — Standard information workers (40–55%)

E3 + Defender for Endpoint P2 (USD 41.20 total). Baseline EDR and MFA via Entra ID P1 that ships in E3. Copilot Chat included at no additional cost.

Persona D — Frontline / shift workers (variable)

Microsoft 365 F3 (USD 8) or F1 (USD 2.25). Do not put frontline on E3 by default — F3 covers Teams, Outlook Web, Yammer, SharePoint at a fraction of the price.

  2. Communication Compliance (Purview). Monitors Teams chat, email, and Copilot prompts for policy violations (harassment, insider trading, sensitive content). Legal-mandated in FINRA-regulated firms; increasingly expected in HR-mature enterprises.
  3. Defender for Identity. On-prem AD monitoring for lateral movement, kerberoasting, DCSync. If you still run Active Directory (most SMBs do), this is the highest-signal security telemetry Microsoft sells.

A worked example — 300-user tenant

Split: 30 Persona A (10%), 90 Persona B (30%), 150 Persona C (50%), 30 Persona D (10%). Rough monthly M365 bill:

  • 30 × E5 (USD 57) = USD 1,710
  • 90 × (E3 + Def P2 + Entra P2) (USD 50.20) = USD 4,518
  • 150 × (E3 + Def P2) (USD 41.20) = USD 6,180
  • 30 × F3 (USD 8) = USD 240

What the mixed stack costs you (be honest)

Two real trade-offs:

  • Licensing complexity. You now have four SKU shapes instead of one. Reconcile monthly and assign a license owner.
  • Feature envy. When someone in Persona C wants a feature only Persona A has (say, Communication Compliance), you move them up a tier rather than flipping a switch.
